DH/VICAR reports a serious security incident in the Nyarugusu refugee camp. On the night of April 10, 2025, around 2 a.m., Tanzanian intelligence agents attempted to abduct Martin, a refugee and teacher, in Zone 11.C7. Martin managed to escape and alert nearby residents, who quickly intervened, forcing the armed men to flee. The agents had arrived in a suspicious pickup vehicle and were reportedly heavily armed.

This attempted abduction is part of a broader pattern of violent and extrajudicial operations carried out by the Tanzanian intelligence group commonly referred to as “RASI”. This group is active in both Nduta and Nyarugusu camps, and has been linked to numerous atrocities targeting Burundian refugees, including night raids and forced disappearances.

Evidence indicates that lists used to target refugees originate from Burundi, with abducted individuals frequently handed over to Burundian intelligence services. Once taken, many refugees vanish without a trace, creating a climate of fear and intimidation within the camps. Refugees live under constant threat of arbitrary detention or disappearance, affecting their safety, mobility, and access to essential services.

CDH/VICAR calls on Tanzanian authorities, the UNHCR, and international partners to urgently intervene to protect refugees, investigate these attacks, and hold perpetrators accountable. Silence and inaction only reinforce impunity. Refugees deserve protection, dignity, and the assurance that their rights will be respected.
